Dave Rinebolt

Dave Rinebolt became Executive Director of Ohio Partners for Affordable Energy (OPAE) in April 1996.  OPAE is a collection of sixty nonprofits that provide bill payment assistance and weatherization services to low-income households. He represents OPAE before the Public Utilities Commission, the General Assembly and Congress, working to promote affordable energy policies.  Mr. Rinebolt has 25 years experience working in energy, natural resources, and social service policy. He has worked for federal departments, twelve governors, renewable energy trade associations, and on Capitol Hill.  His work has involved major legislative initiatives including the Clean Air Act Amendments of 1990, the Energy Policy Act of 1992.  Mr. Rinebolt is also the author of several papers on biomass energy and climate change.  He serves as president of two energy purchasing cooperatives.

Pete Natal

Pete Natal became Deputy Director of Ohio Partners for Affordable Energy In January of 2004. He has an extensive background in home weatherization beginning in 1981 as an installer, then inspector, at the HHWP CAC in Findlay, Ohio. He has also worked as an inspector for the Ohio Weatherization Training Institute (now Ground Level Solutions), Energy Service Area Coordinator for the Corporation for Appalachian Development (COAD), and Energy Education Specialist for Honeywell. He has experience in the following programs: WarmChoice, the Targeted Energy Efficiency Program (TEE), the Electric Partnership Program (EEP), FirstEnergy’s Community Connections Program, and the Northeast Ohio Natural Gas Program.

Colleen Mooney

Colleen Mooney joined OPAE in 2005 as an attorney working in regulatory cases, mostly at the Public Utilities Commission of Ohio.  She has practiced as an attorney in public utilities regulation since she graduated from Ohio State University’s law school in 1984.  She was an attorney examiner at the Public Utilities Commission from 1984 to 1989 specializing in electric and gas rate proceedings.  In 1989, she joined the Office of the Ohio Consumers’ Counsel, where she advocated on behalf of residential consumers in electric and gas cases before the Commission.  She retired in 2005 from the OCC before joining OPAE. 

Cindy Collins

Cindy Collins came to OPAE in February, 2000. She presently does the accounting, payroll, and book keeping for the organization. She has 30 years experience in accounting working for local companies. 

Mary E. Hayes 

Mary Hayes became a Training Consultant for the Ohio Partners for Affordable Energy (OPAE) in 2002, along with being a liaison between the Ohio Department of Development, (ODOD), Office of Community Services (OCS), and OPAE. OCS administers the Home Energy Assistance Program (HEAP) which is federally funded by the Low Income Home Energy Assistance Program (LIHEAP).Mary is retired from the State of Ohio after working for 30 years assisting low-income Ohioans.  She was the assistant to the Program Administrator of OCS for a number of years and an Application Manager.   

 Along with other trainings, Mary is also responsible for the Energy Assistance Program Trainings sponsored by OCS. These trainings are held in Ohio just prior to the commencement of HEAP. The trainings are of the utmost value to the upcoming HEAP season. The training provides each agency in Ohio serving clients with the educational tools, updated information, and important program changes. It also provides the opportunity for one-on-one contact with OCS and OPAE staff to better ensure that, if eligible, the elderly, disabled, and low-income client receives the proper assistance during the winter heating season.
